2.3.1  Demand structures

Without exception, every resident is compulsorily insured under the national health insurance scheme (régime général d'assurance maladie). A large proportion of the population also has private supplementary insurance to cover the high deductibles.48 As of October 1, 2023, the reimbursement of dental costs by the general health insurance in France was reduced from 70 % to 60 %.49

”100 % Santé” (100 % health) reform

Since 1.1.2021, all French people with supplementary insurance that have joined the ”100 % Sante” program have benefited from a wide range of co-payment-free treatments in the three areas of glasses, hearing aids and dentures. In the area of dentures, the ”basket of goods” now includes a large number of dentures, metal and ceramic crowns and bridges, inlays and temporaries. Orthodontic services have also been covered since 1.1.2024.50

In addition to the 100 % benefits, a further ”basket of goods” was introduced in 2021 with dental services for which only a moderate co-payment is required. The prices for these services are capped.51 ,52
