2.4.1  Demand structures

The costs of dental treatment are only covered for children up to the age of 16 and vulnerable groups, for adults only in emergencies or in cases of need. The costs of dentures are not covered.69 There is great social inequality in access to dental care, with poorer population groups (2020: 20.1 %; EU average: 16.5 %)70 suffering more frequently from dental diseases requiring treatment, while the upper middle class in particular tends to demand preventive and aesthetic dental services. In 2022, private healthcare expenditure for the 20 % of the population with the highest income amounted to € 2,430 per capita, while the 20 % with the lowest income only invested € 510 per capita.71 A growing proportion of the population is forgoing or delaying dental treatment for economic reasons 5.7 % and 13 % of those over 15 years of age.72
